About AWARI

The Afghan Workforce AI Readiness Index (AWARI) is a national initiative by ERTEQA designed to assess, enhance, and accelerate Afghanistan’s readiness for the Artificial Intelligence revolution.

AWARI measures how prepared Afghan organizations, institutions, and professionals are to adopt, apply, and lead with AI-driven technologies — from digital literacy to data ethics, from AI integration in education to workforce adaptability in emerging industries.

This initiative bridges the gap between today’s skills and tomorrow’s opportunities, empowering Afghanistan’s workforce to thrive in a rapidly transforming global economy.

What AWARI Evaluates

AWARI’s framework measures readiness across five major dimensions, aligned with international AI-readiness standards (OECD, UNESCO, World Bank):

  1. Digital & Technical Skills Capacity

    • Availability and level of ICT, coding, and analytical skills in the workforce.

  2. AI Literacy & Awareness

    • Understanding of AI concepts, ethics, applications, and risks across organizations and sectors.

  3. Institutional & Organizational Readiness

    • Adoption of AI tools, data systems, and automation within public and private institutions.

  4. Policy, Governance & Ethics

    • Existence of AI-related policies, digital transformation strategies, and data governance frameworks.

  5. Innovation & Ecosystem Development

    • AI startups, research initiatives, academic integration, and partnerships that foster AI innovation.

Each organization is scored across these indicators to create a national readiness map, updated annually.

    ERTEQA’s expert panel reviews submissions using a weighted scoring framework.

  4. Readiness Certification
    Participants receive a Readiness Report, Scorecard, and AI Readiness Certificate.

  5. Improvement Pathways
    Organizations are guided with recommendations for capacity-building and next steps.
